ФУТУРОЛОГИЧЕСКАЯ ХАРТИЯ «УМНАЯ ЦИВИЛИЗАЦИЯ»

В рамках первого международного молодёжного лагеря стран БРИКС 27 сентября 2021 года (Россия, Ульяновская область) принята футурологическая хартия «Умная Цивилизация».

Участники, подписавшие  Хартию, приветствуют и поддерживают следующие принципы развития современного мира: 

Мир состоит из самоценных культурно-исторических общностей — цивилизаций, каждая из которых уникальна, имеет свои традиции, ценности и исторический опыт. Каждая цивилизация имеет право на собственное видение будущего и принципы своего развития.
Экономическое, гуманитарное и технологическое развитие цивилизаций определяются их культурно-историческим кодом. При этом эффективное развитие, достойное качество жизни и культурное взаимообогащение народов возможны только через диалог и сотрудничество современных цивилизаций.
Большинство людей всех цивилизаций стремится к построению мирного бесконфликтного будущего.
Необходимо гарантировать право человека на этнокультурную и духовно-ценностную идентичность и связанное с ней достоинство личности.
Ценности прогресса и инноваций являются важными для развития цивилизаций. Технологии виртуальной реальности должны поддерживать стремление человечества к пространственному и фундаментальному технологическому развитию на нашей планете, освоению и исследованию космоса. Научно-техническое развитие не должно входить в противоречие с культурными и религиозными традициями.
Разносторонние таланты и творческая энергия представителей каждой цивилизации являются источником развития для всего человечества. В будущем важна приоритетная поддержка сферы образования, науки, культуры, спорта, досуга, инновационного предпринимательства и некоммерческого сектора с целью достижения максимально полного интеллектуального, культурного и физического развития каждого человека.
Через труд реализуются способности человека к творчеству и творческому преобразованию действительности. Важно сохранить право человека на труд при любых возможных достижениях технологий и не допустить появления «ненужных» людей, лишенных профессиональной и социальной самореализации. Многообразие форм труда, профессий и отраслей экономики является частью цивилизационной идентичности.
Каждая цивилизация может найти собственный разумный экологический баланс между технологическим и экономическим развитием и сбережением природного разнообразия на планете для сохранения природной и культурной среды как целостного дома для человека.
Различия в образе жизни существующих цивилизаций создают красоту и культурное многообразие мира. Образ жизни каждой цивилизации отражает её идентичность и характер. Цивилизационные традиции, аккумулирующие опыт предшествующих поколений, являются достоянием всего человечества.
Умное развитие человечества — это умножение палитры разнообразия, а не глобальная унификация, согласование, а не доминирование, взаимодополнение, а не конфликт,  баланс между технологическим и культурным развитием,  экономическим ростом и уровнем качества жизни народов.

Во исполнение принципов Хартии участники предлагают к реализации следующие инициативы:

Развивать «города  будущего» стран БРИКС,  олицетворяющие будущее цивилизаций, в  которых сбалансировано природное, технологическое и культурное развитие. Примером такого подхода может служить развивающийся по инициативе участников форума проект «Умного города-парка „Успенское“» в России.
Содействовать созданию в «Умном городе-парке „Успенское“» инфраструктуры Международного Сетевого Университета БРИКС, целью которого является научная, исследовательская и образовательная деятельность, направленная на изучение и развитие экономики и культуры стран БРИКС.
Ежегодно проводить Международный футурологический форум «Умная цивилизация: человек и образ жизни будущего», который будет являться коммуникационной площадкой для обмена мнениями о будущем стран БРИКС и всего мира.
Ежегодно проводить в «Умном городе-парке „Успенское“» Международный молодежный лагерь стран БРИКС, который должен стать коммуникационной площадкой для молодых лидеров

THE «SMART CIVILIZATION» FUTUROLOGIC CHARTER

All parties-signatories to the below Charter shall acclaim and support the following development principles for the modern world:

The world is comprised of idiosyncratic cultural-historical civilization-communities, each unique in its traditions, values, and historical experiences. Each civilization has a right to its own vision of the future and its own development principles.
The economic, humanitarian and technological development of civilizations is determined by their cultural and historical code. At the same time, effective development, a decent quality of life and mutual cultural enrichment of peoples are feasible only through dialogue and cooperation between modern civilizations.
The majority of people across all civilizations strive towards building a peaceful, conflict-free future.
The human right to an ethnocultural, spiritual and value-defined identity along with the inherent human dignity is to be guaranteed.
Such values as progress and innovation are crucial to the development of civilizations. Virtual reality technologies are meant to support humanity’s desire for infrastructural and fundamental technological development on our planet and aspirations to explore and settle outer space. Scientific and technical advancements are not to be at variance with the cultural and religious traditions.
The manifold talents and creative drive intrinsic to representatives of every civilization represent the source of development for humanity as a whole. The future is to see prioritized spheres including but not limited to: education, science, culture, sport, leisure, innovational entrepreneurship, and the non-profit sector with the intent to achieve intellectual, cultural, and physical development for each human being in their respective fullest capacities.
Work brings to life the human aptitude for creativity and creative transformation of reality. Maintaining the human right to work is paramount, and regardless of any possible technological advancements — the emergence of «redundant» human beings, bereft of professional and social self-fulfillment — is to be prevented. The multiformity of work, professions and industries is a feature of civilizational identity.
Each civilization may find its own sound ecological balance between technological-economic development and preserving natural diversity on the planet for the purposes of safeguarding the natural and cultural environments — perceived as a cohesive home for humanity.
The differences in lifestyles among the present-day civilizations shape the beauty and the cultural diversity of the world. The lifestyle of each civilization reflects its identity and nature. Civilizational traditions, expanding upon the experience of generations past, are the heritage of humanity.
A smart development of humanity lies in the accrual of the diversity palette, and not in its global unification; in concord, rather than domination; in complementarity rather than conflict; in a balance between technological and cultural development, between growth and the quality of life for nations by and large.

Pursuant to the principles Hereof, the parties henceforth propose the following initiatives:

To develop BRICS «cities of the future», embodying the future of civilizations, and which would maintain a balance of natural, technological, and cultural development. An example of the indicated approach may be found in the Russian project of the smart city-park «Uspenskoe», developed as per the initiative of forum participants.
To contribute to the establishment of the BRICS International Web University infrastructure at the smart city-park «Uspenskoe» to allow for scientific-, research- and educational activities, aimed at studying and developing the economies and the cultures of BRICS countries.
To arrange annually the international futurological «Smart Civilization: The Human Being and the Lifestyle of the Future» forum, which is to become a communication platform to exchange visions of the future for BRICS countries and the rest of the world.
To arrange annually in Ulyanovsk region in the smart city-park «Uspenskoe» the BRICS International Youth Camp, which is to become a communication platform for young leaders.

The charter was adopted at the BRICS International Youth Camp on September 27, 2021
